Members of the Council and the public were informed that the meeting will be recorded.
Present: Mr A Harland, Mr M Mellodey, Mrs C Ranjbar, Dr F Lewis, Mrs U Pearce and Mrs C Hall, 1 member of the public and the Clerk, Mrs T MacIntyre.
1. Apologies for absence: Mr P Bedford, Mrs M Monnington and Mr R Ryder.
2. Minutes of Planning Committee Meeting held 20th June 2018 to be signed as a correct record. Mr Mellodey proposed and Mrs Ranjbar seconded the proposal. 4 agreed and 2 abstained.
3. Declarations by Councillors of personal interests in items on this agenda.
3.1 Mr Harland stated that the applicant in item 5.4 was his next door neighbour. Mr Harland had no pecuniary interest in the Application was therefore entitled to vote.

5. New Planning Application for Discussion
5.1 SI/18/01489/FUL - Greatham Farm Ham Road Sidlesham Chichester
Replace existing steel grain walling with concrete walling and existing sliding doors with roller shutter doors. Lay concrete slab to join existing yards.
No objection. All agreed.
5.2 SI/18/01584/FUL - Longreach 14A Chalk Lane Sidlesham PO20 7LW
Erection of agricultural storage barn.
The Parish Council strongly objected to this application. In 2017 the owner of Longreach applied for consent to convert a ‘redundant’ barn to a dwelling. This was granted. There is no evidence with this application to back up the applicant’s requirement for an agricultural building on the property. However, should CDC be minded to grant permission for this barn, the PC would like a firm condition that the barn can never be converted to a residential building. The Clerk was asked to refer this Application directly to the Head of Planning, CDC as an example of abuse of the current legislation. The Clerk was asked to write to Cllr Tull to ask her to Red Card the Application. All agreed.
5.3 SI/18/01657/PA3Q - Bakers Farm Selsey Road Sidlesham Chichester
Change of Use of Agricultural Building from Agriculture to 1 no. Larger Dwelling (C3 Use Class). Renewal of Prior approval SI/15/01961PA3Q.
The PC considers this an inappropriate building for conversion but has no objection to the design of the building. All agreed.
5.4 SI/18/01719/LBC & SI/18/01718/DOM - Swallow Cottage, Church Lane, Sidlesham, PO20 7RH.
Replacement rear conservatory.
No objection. All agreed.

6.4 SI/18/00209/FUL - 36 Chalk Lane Sidlesham PO20 7LW
Change of use to dwellinghouse and external changes including new roof to building that has change of use permitted under Class P Prior Approval for Change of Use from Class B1(c) (light industrial to Class C3 (dwellinghouse) under SI/17/03337/PA3PA. PERMIT WITH S106.
7. Planning Correspondence and other planning matters.
7.1 SI/18/01698/DOM - 6 The Terrace, Mill Lane, Sidlesham, Chichester, West Sussex, PO20 7NA
Single storey rear/side extension.
The PC had no objection to this Planning Application subject to there being no objection from the applicant’s neighbour at No. 5 The Terrace. In addition, the conservation officer should be consulted regarding the flint wall to the south within the curtilage of a listed building. This decision will be confirmed at the September Planning Committee Meeting.
7.2 Land at Junction of Keynor Lane and B2145.
A member of the public informed the PC of his letter to CDC regarding advice given to the Applicant by the Head of Enforcement, CDC. She had informed the applicant that the site on the corner of Keynor Lane and the B2145 was suitable and similar to one in Bracklesham Bay. The parishioner had visited the Bracklesham Bay site which is opposite the largest caravan site in Bracklesham and, therefore, totally different to the situation in Sidlesham. The advice was incorrect and councillors thought it inappropriate for the Enforcement Officer to give such advice; her recommendation now forms a significant part of the Application. The Clerk was asked to write to the Head of Planning regarding this matter.
8. Matters of urgent public importance. Items raised will stand deferred until the next meeting.
9. Matters of Information.
9.1 Mr Mellodey updated the PC on his correspondence and meetings with Mr Frost, Head of Planning, CDC, with regard to Class Q and Prior Consent conversions of LSA agricultural/horticultural buildings to residential. He, with the Chairman and Chairman of Planning of Earnley PC had met with Mr Frost and explained that the Parish Councils are very anxious to preserve this special area and ensure that Class Q procedures are correctly applied. An article has been published in Initiatives and CDC was asked to send all applications under the Class Q and Prior Consent classifications to the PC and to allow reasonable time for the PC to comment. The PC will provide CDC with mapped details of LSA properties and their historical usage.
The Clerk was asked to circulate Mr Mellodey’s letter to Mr Frost.
9.1 The Clerk had been informed that Enforcement will take no action against the fence erected in Keynor Lane. The owner had been refused Planning consent.
