Minutes of Planning Committee Meeting Wednesday, 21st August 2019 in the Church Hall, Church Farm Lane, Sidlesham at 7.00 pm
Members of the Council and the public were informed that the meeting will be recorded.
Present: Mrs P Tull, Mr A Harland, Mr Mellodey, Mrs C Hall, Mr R Ryder, Mr L Ramm, Mrs M Monnington, Mr C Field and Mrs L Gibson-House. Cllr C Purnell (CDC), 2 members of the public and the Clerk, Mrs T MacIntyre.

2. Minutes of Planning Committee Meeting held 17th July 2019 to be signed as a correct record. Mrs Hall proposed and Mrs Gibson-House seconded that the minutes be signed. 8 agreed with 1 abstention.

5. Confirmation of Application discussed at Meeting on 17th July 2019
5.1 SI/19/01731/LBC - Highleigh Pound , Highleigh Road, Sidlesham, PO20 7QP
Replacement of 4 no. existing sash windows (like for like).
No objection. Confirmed unanimously.
6. New Planning Application for Discussion
6.1 SI/19/01574/FUL - The Fairways, Brimfast Lane Sidlesham PO20 7PZ
Removal of existing storage building and erection of 2 no. dwellings and 1 no. car ports.
The PC objects to this Application. These houses are not on the curtilage of an existing building and therefore do not qualify for Class Q conversion. They are new builds and Sidlesham has a policy which does not allow new building in the parish: only replacement buildings on the footprint of existing buildings or small scale social housing are permitted. The PC reported to CDC a mobile home on the property in January 2019. The caravan was originally granted permission for 2 years in 2010 while a house was built. This was followed by a 2 year extension in 2014. Enforcement informed the PC in February 2019 that they had visited the site and will visit the site again to look into progress on the house in April 2019. The mobile home has now been on the land for nearly 10 years. Unanimous decision.
6.2 SI/19/01889/PA3Q - 15 Chalk Lane Sidlesham Chichester West Sussex
Proposed Change of Use of an existing agricultural building to 1no dwellinghouse (Use Class C3).
The PC objects to this Application. It considers the building to be unsuitable for conversion. The PC has consistently objected to the conversion of agricultural buildings which it considers structurally unsuitable for conversion. All agreed.
6.3 SI/19/01492/DOM - 2 Willow Glen Selsey Road Sidlesham PO20 7QZ
Single storey extension with associated roof works including 2 no. dormers and alterations to fenestration.
No objection. All agreed.
6.4 SI/19/01831/DOM - The Cottage Highleigh Road Sidlesham Chichester
Erection of single storey extension to existing garage.
The PC objects to this Application. It considered the extended garage to be inappropriately large. The scale and mass of the new building will be detrimental to the setting of the adjacent listed building. In addition, the increase in height will dominate the adjacent property. If CDC is minded to permit this Application, the PC request that a caveat be imposed that the building cannot be converted to a dwelling and should remain ancillary to the main house. All agreed.
6.5 SI/18/02925/FUL - . Land South Of Telephone Exchange Selsey Road Sidlesham West Sussex Proposed private stable block and associated hard standing. New access to the highway.
The PC objects to this Application. The site has insufficient land to support 3 horses. If feed is brought in, a change of use should be sought. The plot of land is in Flood Zone 3 and the PC believes the Environment Agency would object to contamination of the water course from horses. The PC would like the Appeals for caravans on the plot resolved before this Application can be considered.
6.6 SI/19/01460/DOM - 10 Shotford, Selsey Road, Sidlesham, Chichester, West Sussex, PO20 7RD
Proposed dropped kerb.
No objection. All agreed.
6.7 SI/19/01545/FUL - Red Barn Selsey Road Sidlesham Chichester West Sussex PO20 7NE
Erection of new build dwelling as alternative to planning permission SI/17/02510/FUL for
Change of use of building from Class B8 (Storage) to Class C3 (Dwellinghouse) along with
associated external changes to building.
The PC has no objection to this Application. It would, however, like to establish whether land now shown as in the ownership of the applicant was owned at the time of the Prior Consent as it was not shown on any of the application plans.

7.6 SI/19/01619/PLD – Longreach, 14A Chalk Lane Sidlesham PO20 7LW
Proposed lawful development - provision of habitable rooms at first floor and insertion of windows in front, rear and side elevations at first floor. PERMIT.

Erection of replacement B8 (Storage) building. PERMIT.
8. Planning Correspondence and other planning matters.
8.1 SI/19/02018/TPA - Windward Nursery , Chalk Lane, Sidlesham, PO20 7LW
Pollard by 8m (all round) on 10 no. Poplar Trees within Group, G1 subject to SI/86/00938/TPO.
No objection. This decision will be confirmed at the Planning Committee Meeting on 18th September 2019.
8.2 Camping in field to rear of West Wynds, Selsey Road.
A parishioner had written to the Clerk to report several large tents and a mobile home in the field to the rear of West Wynds property. They arrived on the field between 10th and 17th August. The owners of the field do not have planning consent for a camp site but have informed the owner of West Wynds that they have a licence through ‘Freedom Camping Club’. Access to the camp site has been through the entrance drive shared by Brambles and The Shutters, Selsey Road. The parishioner had concerns regarding sanitation and, due to the tents and campervan being in close proximity, felt they presented a fire risk. The Clerk will report the site to CDC Enforcement and request that they investigate. The matter will be on the Agenda for the September Planning Committee Meeting.
8.3 The Clerk was asked to write to landowners with hedges between Keynor Lane and the service station on the B2145 to request that they cut their hedges.
8.4 The Clerk was asked to write to WSCC to report a fallen tree on the bridleway between Bird Pond and Chalk Lane.
