Minutes of Sidlesham Parish Council Planning Committee Meeting on
Wednesday, 19th February 2020 in the Church Hall, Church Farm Lane at 7.00 pm
All members of the Council and the public were informed that the meeting will be recorded.

5. Confirmation of Applications discussed at the Meeting on 15th January 2020
5.1 SI/20/00016/DOM & SI/20/00017/LBC - The Granary Mill Lane Sidlesham PO20 7LX
Replacement single storey outbuilding on site of existing store building - with photovoltaic panels on South facing elevation.
The PC has no objection on condition that the building will not be converted to a residence. All agreed.
5.2 SI/20/00046/PA3Q - Land North Of 66 Street End Lane Sidlesham Chichester West Sussex
Change of use of 2 no. agricultural buildings to 2 no. dwellings (Class C3).
Object. Councillors had visited the site and considered the buildings to be structurally unsound and unsuitable for conversion. It believes that an independent survey should be carried out by a CDC Building Inspector. Agreed unanimously.
6. New Planning Application for Discussion
6.1 SI/19/03112/FUL - Melita Nursery Chalk Lane Sidlesham Chichester
Change of use of land to rear of dwelling for siting of residential caravans for 7 no. pitch Gypsy Traveller site with associated development (hard standing fencing and 3 no. utility buildings).
The Parish Council strongly objects to this application. It would be an inappropriate development in a Horticultural Designated Area and would result in overdevelopment in this historic area of Land Settlement Association properties. Sidlesham has had several applications for gypsy traveller sites recently and it feels that it is developing a disproportionate concentration of such sites. It already has over 10% of gypsy traveller plots in Chichester District.
A site of this size (15 mobile homes, plus associated cars and touring caravans) would dominate the lane. Chalk Lane is a narrow, windy, private road (in places only 3.1m wide) and unsuitable for long, high sided vehicles. The lane and drive would create congestion and would not allow for turning or emergency vehicles to access the site. No space has been allowed for landscaping or communal recreation for children. The area already suffers from flooding and if the plot is to be laid to hard standing, this will exacerbate local drainage problems. The PC believes that a site of this size will harm the ecology of the area, given its proximity to Pagham Harbour Nature Reserve and Medmerry.
The PC requested that the Clerk write to CDC Planning to withdraw its letter regarding Application SI/19/02876/FUL in which it reluctantly did not object. Considering the number of pitches now proposed, it will object.
6.2 SI/20/00200/PA3Q - Saltwinds, 86 Fletchers Lane, Sidlesham, Chichester, West Sussex, PO20 7QG
Prior approval sought for Change of Use of Agricultural Buildings to 2 no. Dwelling houses (Class C3), and for building operations reasonably necessary for the conversion.
Object. Parish Councillors visited the site of the above Planning Application. They considered the buildings unsuitable for conversion under Class Q Prior Approval legislation. The unit closest to Fletchers Lane is in a poor state of repair and clearly has been used as a garage as the up-and-over door suggests, but was, no doubt, a shed originally. It is also partially covered by brambles which adds to its current state of poor repair. The L shaped property adjacent to it is falling down and partially open to the elements. Councillors considered these 2units not capable of conversion. They would require total demolition, and therefore cannot qualify for an upgrade into a house/bungalow. The second unit was originally, we understand, a packing shed. It has a substantial amount of glass to the rear, and the roof also is largely covered with glass. Therefore, under the condition that glass houses would not be considered for conversion, this is not suitable. All agreed.
6.3 SI/20/00311/DOM - Holmwood Selsey Road Sidlesham Chichester
Single storey rear extension.
No objection. Unanimous decision.
6.4 SI/20/00155/TCA - The Vicarage, Church Farm Lane Sidlesham PO20 7RE
Notification of intention to fell 3 no. Leyland Cypress trees (marked on plan as T1, T2 & T3). Crown reduce height and widths by up to 2m and crown lift to 2.5m (above ground level) on 1 no. Yew tree (marked on plan as T4).
No objection. Unanimous decision.

7.1 SI/19/02571/LBC - The Old Doctors House, Highleigh Road Sidlesham PO20 7NR
Proposed partial demolition of residential accommodation and replace with 2 single storey extensions, including a new front porch and entrance, a single storey orangery and minor landscaping amendment works. Variation of conditions 2 from Listed Building Consent SI/18/03252/LBC. Remove glazing bars from the orangery and from the external doors to the dining room and master bedroom.. PERMIT.

Works to garage including replacement roof, windows and doors, installation of timber cladding to walls and photovoltaic panels to roof. PERMIT.
7.3 SI/19/02969/PA3Q - 15 Chalk Lane Sidlesham Chichester West Sussex PO20 7LW
Class Q(b) Application for Prior Approval - Change of use of Agricultural Building from Agriculture to 1 no. Dwelling (C3 Use Class). PRIOR APPROVAL REQUIRED HEREBY PERMITTED.
7.4 SI/19/03043/FUL - Field South Of Green Lane Piggeries Ham Road Sidlesham West Sussex
Change of use of land as private gypsy and traveller caravan site (variation of condition 2 of planning permission SI/14/04058/COU (APP/L3815/W/3019459- to make the temporary permission permanent).

7.5 SI/19/02349/FUL - Land East Of 4 Cow Lane Sidlesham West Sussex PO20 7LN
Demolition of existing building and erection of 1 no. 3 bed dwelling as alternative to SI/18/01871/FUL.

7.7 SI/19/02832/FUL - 1 & 4 Keynor Barns Keynor Lane Sidlesham Chichester West Sussex PO20 7NG
Proposed contruction of mezzanine floors to Units 1 and 4, 4 no. additional car parking spaces, and further external changes to Unit 1. Change of use to flexible Class uses to Units 1 & 4 to include Class B1, B8, D1 & D2. Changes to hours of use. PERMIT.
8. Planning Correspondence and other planning matters.
8.1 SI/20/00171/PA3Q - Anchor Farm, 61 Street End Lane, Sidlesham, Chichester, PO20 7RG
Change of Use of Agricultural Buildings to Dwellinghouses (Class C3) and building operations reasonably necessary for the conversion.
The Parish Council did not object to the application and leaves CDC to decide on land use in this instance. However, any dwelling house must remain ancillary to the main house when no longer needed by the owner and must not be sold as a separate unit. This decision will be confirmed at the Planning Meeting on 18th March 2020.
8.2 SI/20/00167/FUL - Anchor Farm, 61 Street End Lane, Sidlesham, Chichester, PO20 7RG
Siting of caravan/lodge and change of use of land from agricultural to residential.84680.
The PC has no objection to the Application on condition that the dwelling remains ancillary to the main house and will not be sold as a separate unit. This decision will be ratified at the PC’s Planning Meeting on 18th March 2020.
8.3 Class Q Prior Approval consultation.
The Parish Council appreciated that CDC had gone some way to accommodate the concerns of Sidlesham PC regarding Class Q Applications. Mr Harland, Mrs Tull and Mr Mellodey will draft a response to be submitted to CDC.by 16th March 2020.
8.4 Decision on 15 Chalk Lane Prior Approval Application. ‘Contribution’ of £995 to CDC requested for Chichester & Langstone Harbour and Pagham Harbour Special Protection areas.
Cllr Purnell had replied to the Clerk regarding this mandatory contribution. It had been agreed between CDC and PHNR that all building entails a contribution to Pagham Harbour Special Protection Area. Mr Mellodey pointed out that Sidlesham has a large number of new houses which do not qualify for CIL money as they are classed as ‘conversions’. It receives no contribution to infrastructure to compensate for new housing. Mr Mellodey will draft a letter to Mr A Frost, Director of Planning and Environment.
8.5 Appeal: Highleigh Farmhouse, Highleigh Road, Sidlesham, PO20 7NR
Installation of replacement windows to match existing.
The PC did not object to Application 19/01103/LBC and maintains that view.
8.6 Letter from WHP Telecoms Ltd - proposed base station installation upgrade at CTIL 127187 at Home Nursery, Rotten Row, Sidlesham, PO20 7QS.
The PC has no objection to the upgrade.
8.7 SI/20/00396/ADJ - Pagham Harbour Nature Reserve Selsey Road Sidlesham Chichester
Approval of details reserved by conditions imposed under P/97/15/PL relating to conditions 4-programme of archaeological investigation & mitigation; 5-final plans & details concerning design & construction of Tern Islant compensation measure; 6-adaptave management plan setting out how harbour opening will be monitored & how approved compensation/mitigation measures will be reviewed; 7-details of proposed mitigation measures to be employed on sections of remaining Spit; 8-management plan for proposed Little Tern Island compensation measure; 9-Construction Management Plan; 14- scheme detailing deployment of tide gauge within the harbour to monitor tidal height & tidal behaviour.
The PC noted the Application but with no details on CDC’s website, the PC felt unable to comment.
