Minutes of Planning Committee Meeting Wednesday, 17th July 2019 in the Church Hall, Church Farm Lane, Sidlesham at 7.00 pm
Members of the Council and the public were informed that the meeting will be recorded.
Present: Mrs P Tull, Mr Mellodey, Mrs C Hall, Mr R Ryder, Mr L Ramm, Mrs M Monnington and Mrs L Gibson-House. Cllr P Montyn (WSCC), Cllr C Purnell (CDC), 1 member of the public and the Clerk, Mrs T MacIntyre.

2. Minutes of Planning Committee Meeting held 19th June 2019 to be signed as a correct record. 4 agreed that the Minutes be signed and 3 abstained.

5. New Planning Application for Discussion
5.1 SI/19/01619/PLD – Longreach, 14A Chalk Lane Sidlesham PO20 7LW
Proposed lawful development - provision of habitable rooms at first floor and insertion of windows in front, rear and side elevations at first floor.
The Parish Council objects to this Application. It considers the building to be unsuitable for this conversion. All agreed.
5.2 SI/19/01553/FUL - Liberty Gardens Selsey Road Sidlesham West Sussex
erection of replacement B8 (Storage) building.
The PC does not object to the Application. It would, however, like a caveat imposed that the building cannot be converted to a dwelling as the replacement building will be larger than the existing building. All agreed.
5.3 SI/19/01545/FUL - Red Barn Selsey Road Sidlesham Chichester
Erection of new build dwelling as alternative to planning permission SI/17/02510/FUL for Change of use of building from Class B8 (Storage) to Class C3 (Dwellinghouse) along with associated external changes to building.
The PC objects to this Application. It believes that its objection to the earlier Application stands in that the proposed building will encroach upon agricultural land to the south side of the proposed plan. All agreed.
5.4 SI/19/01601/PA3Q - Chalk Lane Nursery Chalk Lane Sidlesham Chichester
Class Q(b) Application for Prior Approval - Change of Use of Agricultural Building from Agriculture to 1 no. Dwelling (C3 Use Class).
The PC objects to this Application. The agricultural building is structurally unsuitable for conversion and councillors considered the design to be not in keeping with the surrounding area. The Application stated that the speed limit in Keynor Lane is 60 mph: it is 30 mph. All agreed.
5.5 SI/19/01591/PNO - Marsh Farm Church Lane Sidlesham Chichester
Proposed new general purpose agricultural building for storing straw, farm machinery and equipment.
No objection. All agreed.
5.6 SI/19/00810/FUL - Windward Nursery Chalk Lane Sidlesham PO20 7LW
Demolition of existing glasshouse and erection of 1 no. two-storey detached dwelling and
car port with associated soft landscaping scheme.
The PC objects to this Application. It considers the greenhouse to be an inadequate structure for conversion. In addition, the PC objects to the design of the building which would not be in keeping with the surrounding area. All agreed.
5.7 SI/19/01704/FUL - 63 Street End Lane Sidlesham PO20 7RG
Erection of 1no. custom/self build dwellings - Alternative to dwelling permitted by virtue of Class Q Prior Approval for Change of Use from Agriculture to Class C3 (Dwellinghouse) under SI/18/03379/PA3Q.
The PC reiterates its presumption against the conversion of agricultural buildings that it considers inappropriate structures for conversion. This would be a total demolition and rebuild. All agreed.

Erection of rear and side single storey extension incorporating garage. PERMIT.
6.2 SI/19/01103/LBC - Highleigh Farmhouse, Highleigh Road Sidlesham PO20 7NR
Installation of replacement windows to match existing. REFUSE.
7. Planning Correspondence and other planning matters.
7.1 Meeting between PC and Mr A Frost (Head of Planning, CDC).
Mr Mellodey will circulate his report on the meeting as soon as it is complete.
7.2 Enforcement Notice on Highleigh Nurseries, Highleigh Road
Without planning permission, change of use of land to a use for storage and distribution of frozen food.
7.3 SI/19/01731/LBC - Highleigh Pound , Highleigh Road, Sidlesham, PO20 7QP
Replacement of 4 no. existing sash windows (like for like).
The PC has no objection to this Planning Application. This decision will be confirmed at the next Planning Committee Meeting.
