Minutes of Planning Committee Meeting Monday 10th December 2018 in the Church Hall, Church Farm Lane, Sidlesham at 6.00 pm
Members of the Council and the public were informed that the meeting will be recorded.
Present: Mr P Bedford (Chairman), Mr M Mellodey, Mrs C Ranjbar, Dr F Lewis, Mrs M Monnington, Mr R Ryder, Mr A Harland and the Clerk, Mrs T MacIntyre.

2. Minutes of Planning Committee Meeting held 21st November 2018 to be signed as a correct record. Mr Harland proposed and Mr Mellodey seconded that the minutes be signed. All agreed.

5. Confirmation of Applications discussed at Meeting on 21st November 2018
5.1 SI/18/02993/FUL - 36 Chalk Lane Sidlesham PO20 7LW
Erection of 1no 3 bed dwelling as alternative to planning permission SI/18/00209/FUL.
The PC had no objection to this Application but was concerned that the agricultural land surrounding the building should not be incorporated into the residential curtilage and cease to be horticultural land.
Decision agreed unanimously.
6. New Planning Application for Discussion
6.1 SI/18/03071/ELD - Oakleigh House, Highleigh Road Sidlesham PO20 7NR
Existing Lawful Development Certificate for non-compliance with Condition 3 (agricultural occupancy) on plan.
No objection. Unanimous decision.
6.2 SI/18/02848/FUL - North Barn, Willowdene, Fletchers Lane, Sidlesham, Chichester, PO20 7QG
Erection of 1no 2bed dwelling - alternative to planning permission SI/17/02387/FUL for
Change of Use from Agriculture to 1no 2bed dwelling and pitched roofs over flat roofed parts of building.
The Parish Council objects to this application on the grounds that it believes the drawings to be technically inaccurate. If the drawings on this Application for North Barn are correct, that would compromise the boundary as outlined for South Barn (Application 18/02847/FUL). The PC request that CDC ensure that the boundaries, as shown, are correct. In addition, the PC would like to ensure that the surrounding land to these conversions is not incorporated into the plots as this would constitute a change of use. If these points are clarified and accurate, the PC would have no objection. All agreed.
6.3 SI/18/02847/FUL - South Barn, Willowdene, Fletchers Lane, Sidlesham, Chichester, PO20 7QG
Erection of 1no 2bed dwelling as alternative to planning permission SI/17/02970/FUL for
Change of Use of an existing agricultural building to 1no dwellinghouse and erection of pitched roof over flat roofed building (Use Class C3).
The Parish Council objects to this application on the grounds that it believes the drawings to be technically inaccurate. If the drawings on this Application for South Barn are correct, that would compromise the boundary as outlined for North Barn (Application 18/02848/FUL). The PC request that CDC ensure that the boundaries, as shown, are correct. In addition, the PC would like to ensure that the surrounding land to these conversions is not incorporated into the plots as this would constitute a change of use. If these points are clarified and accurate, the PC would have no objection. Unanimous decision.
6.4 SI/18/02925/FUL - Land South Of Telephone Exchange, Selsey Road, Sidlesham, West Sussex
Proposed private stable block and associated hardstanding. New access to the highway.
The PC objects to this Planning Application on the following grounds:
(i) The Application refers to the “existing field access”. There is no access onto the field from the B2145.
The plan as shown is not clear where the line of the B2145 is obscured by text placed over the plan. The road bulges out east immediately before the site and back in again along Shotford. This obscures traffic coming from the north. Reference is made to WSCC design standards for residential; this is not a residential development. No allowance has been made for footway pedestrian visibility splays. BT is placing a 6ft close boarded fence on their frontage and that would be in the pedestrian splay. CDC should request amended plans and a WSCC Highways site visit was thought necessary.
(ii) The PC questioned whether the land can support horses without feed having to be brought in. If feed is brought in, a change of use should be sought.
(iii) The PC would like confirmation from CDC that the applicant’s Appeals, lodged with the Planning Inspectorate, for 3 caravans on the site, have been formally withdrawn.
(iv) The plot of land is in Flood Zone 3 and the PC believes the Environment Agency would object to contamination of the water course from horses.
(v) The PC expressed concerns regarding the environmental impact on neighbouring properties of housing several horses.
(vi) The applicant’s agent had submitted a supporting statement which referred, in the summary (page 4), to statements by ‘local residents’. It is believed that those statements are not from Sidlesham residents.
All Councillors agreed.

Existing lawful development certificate for the use of the site (shown in red on location plan) as a single C3 dwelling house with ancillary garden land, outbuildings, pedestrian/vehicle access and hardstanding.

Erection of 1 no. self build 3 bed bungalow - alternative to planning permission SI/18/00875/FUL for change of use from agriculture to 1 no. dwelling (C3 Use Class) and erection of pitched roofs over building - Variation of Condition 2 of planning permission SI/18/01844/FUL - change approved drawings 16D and 17 to 16F and 17C. PERMIT WITH S106
7.6 SI/18/02590/DOM & SI/18/02591/LBC - Highleigh Pound, Highleigh Road Sidlesham PO20 7QP
Demolition of porches to east and west elevations. Replace porch to east elevation only and replacement of 2 no. non-original windows. PERMIT.
8. Planning Correspondence and other planning matters.
8.1 Old Gardens, Highleigh Road.
The clerk had received an email from the applicant of the above Application. The Clerk had replied that Application had been discussed and decided at the November Planning Committee Meeting and the PC’s response had been submitted. The PC’s response had been that Sidlesham benefits from a Local Plan policy which does not allow new building in the parish: only replacement buildings on the footprint of existing buildings or small scale social housing.
8.2 Hatchers, Sidlesham Common.
Cllr Tull will follow up on the Clerk’s letter to the District Solicitor on the legal position regarding Hatchers and Sidlesham Common land which has been fenced off. The PC has a contact at Natural England with knowledge of Common Land to whom the Clerk will write if there is no positive response from CDC.
8.3 Local Plan update.
Mr Mellodey and Mr Bedford reported on a presentation on the Local Plan by CDC’s Planning Policy Manager at the Peninsula Forum Meeting. He had answered questions although those at the meeting had been unable to see the document; it will not be available for public viewing until the consultation period starts on 13th December 2018. Sidlesham is not a designated area for new housing but will suffer the consequences of additional housing in Selsey and Hunston with yet more traffic on the B2145. CDC has appointed new transport consultants; it is likely that the new transport plan could prove contentious with, for example, the prohibition of right turns from the A27 west to the new Free School and the blocking of the Vinnetrow Road access to the Bognor Road roundabout. A new spur road will bring northbound traffic onto the Bognor Road.
CDC has been instructed by Westminster to amend its Local Plan to accommodate a further 4500+ houses in the district, in addition to the 4,950 already imposed. This will create increased pressure on infrastructure. For example, Southern Water has planned for only 800 new houses, based on projected house building numbers from 2013.
Mr Mellodey had circulated a draft statement to be published in the Sidlesham Spread and Sidlesham Parishioner on the Neighbourhood Plan and the public consultation period for the Local Plan (13th December to 7th February 2019). Mr Mellodey stressed the importance of a strong response to CDC’s Local Plan from residents.
8.4 The Old Coal Yard, Jury Lane.
The PC had received notification from WSCC of an application for change of use of land to form part of metal recycling yard including hard surfacing and new boundary walls.
