Minutes of Parish Council Meeting 17th April 2019 in the Church Hall, Church Farm Lane at 7.00pm
Present: Mr M Mellodey (Chairman), Mrs C Ranjbar, Mr A Harland, Mr P Bedford, Mrs C Hall, Mr R Ryder and Mrs M Monnington, Cllr P Tull (CDC) and the Clerk, Mrs T MacIntyre.
Members of the council and the public were informed that the evening’s meeting would be recorded.

4. Minutes of the Parish Council Meeting held on 20th March 2019 to be signed as a correct record. Mrs Hall proposed and Mrs Monnington seconded that the minutes be signed. All agreed.
5. Matters arising from the above minutes not dealt with in separate items below.

6. CDC Councillor
Cllr Tull stated that CDC is in a period of purdah until after elections in May; no meetings have been held.
Mr Mellodey thanked Cllr Tull for all her work on behalf of Sidlesham PC, particularly with regard to Planning.
7. Manhood Parishes Action Group
A group of nominated Councillors from all parishes on the Manhood Peninsula has been formed. The aim has been to raise the issues from a lack of infrastructure spending on the Peninsula to accommodate the 1900 additional houses proposed in the new Local Plan. A letter, which will be circulated when it has been approved, will be sent to Gillian Keegan MP, CDC and to the local press. It has been proposed that the Group form an action group, with a constitution and funding; this will be discussed at the May PC Meeting.
8. Neighbourhood Plan
A report by Mr Bedford on the general structure of the Neighbourhood Plan and funding required had been circulated. Mr Bedford suggested that one consultation group be formed with Parish Councillors and volunteers and that a Parish Councillor should be nominated to ensure full consultation of the parish is carried out. Mr Riach volunteered to lead the project: this will be confirmed at the Statutory Parish Council Meeting in May.
9. Memorial Playing Field
9.1 Update
The Clerk had circulated Sidlesham Football Club’s reply to the PC’s letter. This will be re-circulated to the new Council to be discussed at the May PC Meeting. Mr Mellodey and Mr Bedford had attended a meeting with Chichester University to look into their interest in sports development on the field. This had been encouraging and a further meeting has been planned.
The PC decided at its January 2019 PC Meeting to terminate the current Heads of Agreement with SFC and negotiate a new agreement. To that end, a vote will be taken at the Annual Parish Meeting for the parish’s approval to proceed. The Clerk has written to the PC’s solicitor to ask advice on the process.
9.2 Repair of the Drive.
Drivepoint has been informed that it is to carry out the work; the Clerk awaits a start date so she can inform those who use the Memorial Playing Field car park.
10. Highways, footpaths and cycleways.
10.1 Selsey/Chichester Greenway Commuter cycle route.
Mr Mellodey reported on progress. The section from Medmerry to RSPB will have been completed by the end of May. Golf Links Lane to Medmerry should be completed this year. Route 88 will be resurfaced and improved. There are positive discussions on the Hunston section from the Free School to north Sidlesham (Jury Lane). Cllr Montyn facilitated a meeting on 5th April with Selsey and Sidlesham to find a safe route through Sidlesham. The proposed route may run from Bird Pond to Chalk Lane, up Chalk Lane on an existing, improved cycle track, across Keynor Lane and across the Memorial Playing Field, Littleton field, Paddock Straight and up Watery Lane. WSCC will fund the signage and maintenance of the cycle track.
11. Assets & Amenities Workgroup.
11.1 Damage to bench at Florence Pond.
The Clerk has received a cheque from the driver’s insurer and has asked Knights Fencing to go ahead and install the bench. It is scheduled to be completed on 13rd May 2019.
11.2 Trees on Paddock Straight.
Mr Bedford informed the PC that Mr Kennedy will draw up a plan for the positioning of trees and will obtain quotes for the cost of 6 trees, plus stakes and protection. Mr Bedford stated that there will be a ‘flat garden’ (gravel and plants) between the cycle track and the road. The trees will be on the far side of the cycle track away from the road.

Mr Harland proposed that the PC approve items 12.1 to 12.2.12 en bloc. Mrs Hall seconded the proposal and all councillors agreed.
13. Correspondence.
13.1 The Clerk had received letters from the Good Companions Transport Club, Stonepillow, Samaritans, Arun & Chichester CAB and Homestart thanking the PC for its donations.
14. Matters of urgent public importance.
This was the final PC meeting before the election. Mr Mellodey thanked Mr Bedford, Mrs Ranjbar and Dr Lewis, who will not be standing again, very much for all their hard work for Sidlesham.
