Keeping Safe when out and about
As coronavirus restrictions continue to be lifted and as the weather improves, we've worked with our partners to produce the following advice and guidance to help you keep yourself and others safe when out about across our beautiful district.
Public facilities
- Public conveniences and car parks are openChichester District Council's parking and toilet facilities are open across the district. Toilets are regularly inspected and cleaned, including over the weekends and Bank Holidays. For details on all of our sites, please visit our public toilets page.
- Staying safe in our car parksPlease make sure that you keep a distance between yourself and others while in our car parks and follow our safety signage. You can also use the contactless payment system, MiPermit. Just download the app and follow the instructions. This also allows you to extend your stay without having to return to your vehicle. Find out more on our MiPermit page.
Roads and cycle lanes
- Parking on roadsPlease make sure that you follow the parking rules across the district. The majority of people are very conscientious, but some people can be inconsiderate in the way they park and this can cause safety issues.Civil Enforcement Officers patrol the district seven days a week and in the evenings to help keep you safe and support local residents. Our Parking Services team plan for an increased number of visitors to the area during Public and Bank Holidays and over the summer by increasing patrols to coastal areas. If you are affected by inconsiderate parking, you can 'report it' on our website.
The level of Penalty Charge Notices is set nationally - these are currently £70 or £50.
- Police SupportSussex Police can direct resources where available to carry out enforcement on vehicles that are causing an unnecessary obstruction and dangerously parked vehicles, where Civil Enforcement Officers (CEOs) do not have the powers to do so. Civil Enforcement Officers will continue to provide advice or issue Penalty Charge Notices where contraventions occur on yellow line or sign restrictions.You can find out more on the West Sussex County Council website(Opens in a new window) and on the Sussex Police website.(Opens in a new window)
Sometimes you may experience problems with verge parking in your local area. It's worth being aware that the highway consists of not only the road, but the verge and pavements. If a yellow line is present, a Civil Enforcement Officer may be able to issue a Penalty Charge Notice. However, if there are no restrictions present, the council are unable to enforce. In these cases, Sussex Police will be able to consider issuing Fixed Penalty Notices (FPNs) as they would do on private roads, subject to their resources. The powers relating to verge parking is currently under consideration by the Government
- Obstructed cycle lanes and pathwaysThese should be reported to Sussex Police on 101.
- Highway signsTo help ease traffic in coastal areas during busy times, West Sussex County Council will be installing highway signs that can be updated to provide messages to motorists approaching coastal routes.
- RoadblocksRoadblocks are managed by the Police in conjunction with West Sussex County Council (as the local highway authority), but there are no current plans to use these. Roadblocks for traffic management are only used in the most serious of circumstances.
Coastal locations
- West Wittering beach
West Wittering Estates (WWE) who run the car park at West Wittering beach will continue to have a pre-paid booking system in place for their visitor parking. They will be encouraging all visitors to pre-book so that motorists will be aware of the parking requirements before travelling to the area. For 2021:
- More spaces will be available than 2020, the total capacity is under constant review but at present, WWE intends to offer approximately 700-1000 more spaces per day than last year, depending on conditions such as tides
- Further communications will take place with the Estate utilising its large following on social media and google business pages
- WWE have registered as a member of the National Beach Check app developed last year by Bournemouth City Council. The app downloaded last year by over 40,000 people gives live updates throughout the day with regards to beach capacity.
- WWE will install signage and temporary road infrastructure as per last year when required. A longer term plan has been submitted to West Sussex Highways which includes a planting scheme to replace parking cones and in general a more sustainable approach. - Foreshores
Chichester District Council's Foreshore Office has reopened for the summer months. Once the training of new staff is complete, a normal foreshore service will commence, including helping ensure people stay safe on the beach and are following local byelaws on the foreshore. The team can be contacted on 01243 672133 seven days a week until the end of September.
Safety measures in our High Streets and in the community
- Covid AmbassadorsCovid Ambassadors will be patrolling the district in shifts throughout the week, including weekends. They will be based in High Street locations in Chichester, Petworth, Midhurst, East Wittering and Selsey to help support local businesses and ensuring everyone keeps safe by observing social distancing.
- Covid Information Recovery OfficersCovid Information Recovery Officers are offering support to district businesses to make sure that they are Covid-secure. They are also here to help with any concerns residents may have too.If you have a concern about a business failing to follow Government Covid guidance, you can report your concern on our Covid Resident Support page or by email to healthprotection@chichester.gov.uk
Any complaints or concerns relating to gatherings should be reported to Sussex Police.
- EventsIf you plan to organise any size of event in the district, it's important that you contact our Health Protection and Licensing teams at least six weeks before the event and provide your Covid risk assessment and event documentation. You can find out more on our events page.
- Supporting our communitiesCommunity Wardens are based in Chichester East and Whyke; Chichester West; Tangmere and Oving; Selsey; and The Witterings. Part of their role is to deal with low level anti-social behaviour and to help keep people safe. This includes reminding people of the Covid guidelines that we should all continue to follow.The team works shifts, including evening and weekends. They can be contacted by emailing: communitywardens@chichester.gov.uk
The Community Wardens work closely with Sussex Police and other enforcement teams.
Litter
- You've told us that littering, fly tipping and dog fouling are a priority concern in the district, and we agree with you. We live and work in one of the most beautiful places in the country and yet we spend over £1 million keeping our district clean and tidy. We believe that if we could reduce fly tipping, dog fouling and littering, some of that £1 million could be saved and spent on more important community services.
- If you're out and about, please remember to dispose of your litter responsibly or take it home with you. Taking litter home means it can be cleaned and recycled, which is even better!
- We have a dedicated team of litter pickers, but with a district of 303 square miles to cover we have a big job on our hands. Our Street Cleaning team, who work hard to keep our district litter-free, will be focusing on busy areas over the Easter weekend, where there is likely to be high footfall.
- Additional resource will be allocated to litter picking and bin emptying during periods of good weather throughout the spring and summer, but we'll also be placing signage in busy areas to remind visitors to help us keep our district beautiful by clearing away any rubbish they may have.
- If you are using a disposable barbecue, please make sure you put the barbecue out, allow it to cool, and take it home with you to dispose of with your household waste. This will prevent the risk of fire and ensure pets and children are not burned by barbecues left on the beach.

7. WSCC CouncillorCllr Montyn reported WSCC had held its final budget setting meeting and it was agreed to increase the county council element of the overall council tax by 4.99%. This is split 3% for adult social care and 1.99% for council tax, £1510 for a Band D property. This represents a real increase in budget for children and young people, adult social care and highways.
WSCC briefings report a continuing fall in COVID infection incidence rates across the county with Chichester area among the lowest. However, the county council will continue online meetings and officers will work from home for some time. The majority of the county’s COVID related costs have been reimbursed by the Government, this is currently running at £90m.
WSCC is introducing a trial booking system at household waste sites this does not currently include Westhampnett, the outcome will be known at the end of the summer. Mrs Tull asked if parish councils would be consulted, Cllr Montyn agreed to investigate the consultation process.

8. CDC CouncillorCllr Purnell raised the issue of the Inspector allowing the appeal and awarding costs for Appeal Ref: /4001105 66 Street End Lane, Sidlesham, PO20 7RG relating to a building conversion. Clerk to circulate details again.
Mr Mellodey said that numerous planning applications for conversions had been received recently and the parish council intended to write to CDC asking for clarity on Class Q and a date when the guidelines would be published. The CDC consultation process on conversions had closed March 2020 but guidelines were still not in place to guide developers. The PC had made a suggestion that surveyors dealing with these applications are vetted. A copy of the draft letter will be copied to Cllr Purnell for comments before it is submitted.
Mrs Tull asked Cllr Purnell if she thought CDC was putting up officers that are making a good enough case in appeals. Cllr Purnell responded that the vast majority of appeals in the last year have been by written evidence.

9. Neighbourhood Plan 9.1 A meeting on the first part of Section 2 Environment had taken place on Wednesday 3rd March. A meeting to complete the review of this section will be held at 7.15pm on Wednesday 7th April. The action notes of Neighbourhood Plan meetings to be circulated to all councillors.

10. Memorial Playing Field10.1 Memorandum of Understanding (MOU) Mr Harland enquired why the draft business plan could not be circulated. Mr Ryder explained that the MOU was for the existing building and there was not a business plan for this facility. A draft business plan for a potential new building will be created and modified based on the trial.
Mrs Monnington requested the word ‘unfettered’ in the draft MOU is replaced with ‘not unreasonable restraint’ Agreed. Mrs Tull asked when trial period would start. Mr Ryder proposed the end of lockdown. Agreed. Mr Mellodey reported that there would be no league matches for Selsey Ladies FC until 2021/22, the remainder of this season would likely be friendlies and training but this was still to be confirmed. Mrs Hall proposed the MOU is accepted by the parish council, seconded by Mr Ryder. 7 councillors voted in favour and 2 abstained.
10.2. Mr Ryder proposed the clubhouse and floodlight electricity contracts be moved to a more efficient tariff. A price comparison had been undertaken and the best options are EDF 1 year Fixed for Business for the floodlights and Smartest Energy SmartFIX 1 year for the clubhouse. All Agreed.

11. Highways, footpaths and cycleways.11.1 Cllr Montyn informed the meeting that 5 other parish councils are in the process of drafting their response to CDC regarding the Local Plan Transport Study and other transport concerns. Mrs Tull proposed SPC write a letter outlining its concerns. Clerk to ask neighbouring parishes for copies of their draft response. All Agreed.
11.2 Mr Mellodey proposed transport and sewage concerns be amalgamated into the letter to CDC and copied to MP Keegan. All Agreed
11.3 The Greenway cycle route Selsey to Chichester working group is having trouble finding a route across Sidlesham. The proposed route is Chalk Lane, Keynor Lane, left onto Selsey Road and across the Memorial Playing Field to Willow Glen. Mr Mellodey asked councillors to agree this was a viable route. All Agreed.
Mr Mellodey suggested that a joint SPC and Greenway letter is sent to the residents of Shotford regarding the proposals, and a meeting be held to explain the scheme when allowed under COVID restrictions. All Agreed.
Mr Ryder asked if the route needed planning permission and Mr Ramm asked if the pavement would become an official cycle route. Mr Mellodey said that he did not have answers at present but Greenway would be working on this. Mrs Hall asked if it would have a cycle way surface and who would fund it. Mr Mellodey confirmed it would be a proper path and funding would come from WSCC and Sustrans not SPC.

12. Keynor Lane/Selsey Road Travellers’ Site UpdateMr Mellodey and Mr Ryder had met with Mr Hughes to discuss the boundary and a verbal agreement had been reached that the boundary is in the centre of the ditch, Mr Hughes had been asked to sign an agreement and has begun erecting a fence on the southside of the ditch.

13. Assets & Amenities Workgroup. 13.1 Mr Ryder reported the ditch has been cleared by volunteers. Mrs Hall suggested a site meeting with Mrs Jane Reeve and Mrs Gibson House to consider replanting a hedge on the northside of the fence/southside of the ditch and removing brambles. All Agreed.
Mr Ryder thanked Mrs Hall and her team for doing sterling work in clearing the area.
13.2 Mrs Hall reported that the noticeboard at the entrance to the site was not being used, Mr Ryder proposed it be used by SCA. All Agreed
13.3 The annual playground inspection report had been sent to the Assets and Amenities Committee, copies are available from the Clerk. Everything on the report is very low risk. The report had suggested equipment cleaning. This was not done in 2020 as the playground was closed. A quote had been received for undertaking the work from JWL Installs for £290.00 +VAT. Mrs Hall proposed the work be undertaken. All Agreed.
The inspection report also suggested the sand is topped up. Mr Ramm is waiting to hear from Covers if they are able to sponsor this again.

14. Charitable Donations 2020/21Mr Harland confirmed SPC had £440.00 remaining in the budget for charitable donations. Funding has already been given in 2020/21 to Chestnut Tree House, Stonepillow, Woodland Trust, British Legion and Selsey Academy.
All Agreed additional donations for 2020/21 would be given to Good Companions £100, Homestart £120, Samaritans £100 and Arun and Chichester CAB £120.

15 WSALC/SSALC15.1 Mr Field reported that there is now a new WSALC board, SSALC no longer exists but the previous support staff are still in place. The new Chairman is Mr Douglas Denham St Pinnock. Mr Harland asked how the service would now be paid for, Mr Field replied that PC subscriptions have actually been reduced. CDALC will have its AGM in April 2021.

16 Option to receive Summons ElectronicallyThe Clerk explained that the council could improve its sustainability if councillors received information for meetings electronically. Councillors agreed to move to receiving summons electronically from April 2021. Mr Mellodey asked the Clerk to prepare and circulate a proforma for councillors to sign authorising the change.

Mrs Monnington asked for clarification of the grass cutting costs. Mr Harland explained that there are two grass cutting contracts, one for the verges and one for other areas.
The review of expenditure against budget will form part of the end of year financial review. Expenditure against budget will be presented quarterly.

19. Correspondence Cllr Graeme Barrett, Manhood Peninsula Forum has asked councillors to review and comment on the update to the 2011 ICZM, Clerk to circulate and any views to be expressed to the Clerk and Chairman. Background information is in the MPP minutes. Mr Mellodey said that he would speak to Cllr Barrett to find out more about the most appropriate format of the response.

21. Matters of Information. A date for the annual parish meeting has not yet been set because of COVID restrictions. Mrs Monnington asked if this could take place after restrictions were lifted in June. Mr Field said that there is a window when the annual parish meeting has to take place (1 March – 1 June). Mr Harland requested WSALC be asked if parish councils could be given permission to have the meeting in 2021 after the proposed lockdown release in June. . |

MINUTES OF PLANNING APPLICATIONS DEALT WITH BY EMAIL

Sidlesham Parish Council Planning Committee was unable to meet in the usual way in the Church Hall due to Covid 19 Restrictions. It communicated by email and reached the following decisions. These decisions will be ratified at the Parish Council Meeting held by Zoom on Wednesday 17th March 2021.

- 21/00095/DOM 83 Fletchers Lane
Sidlesham Parish Council discussed the above Planning Application electronically. The council raises no objection to this application.
- 21/00333/PA3Q - 64 Street End Lane Sidlesham Chichester West Sussex
Sidlesham Parish Council discussed the above Planning Application electronically. This is the 2nd application for conversion of LSA sheds on this ex LSA site (see 20/02869/PA3Q). The parish council objects to the application on the same basis; it believes that the existing building is too fragile to be incorporated into a new home. The PC would like a CDC building inspector to look at the shed and comment on its structural integrity before a decision is made.

Sidlesham Parish Council discussed the above Planning Application electronically. There have been several applications covering the whole of the site edged in red. The parish council objects to this application on the ground that no surveyor’s report has been attached, so it is not clear whether the 2 units are structurally sound for conversion under the PA3Q legislation.
- 21/00394/PA3Q - Land West of Brickfield Cottages, Rotten Row Sidlesham West Sussex
Sidlesham Parish Council discussed the above Planning Application electronically. It is aware that the building has lain dormant and roofless for many years and it would not have been suitable to house machinery as claimed in the application. It is also clear that the roof trusses and the modern window frame shown in the photographs are very recent additions, possibly to give the impression that the building has been roofed for ages. The application is not considered to be the change of use of an agricultural building and for this reason the parish council objects to the application.
- 21/00158/FUL - Land East Of 15 Chalk Lane Sidlesham Chichester West Sussex
Sidlesham Parish Council discussed the above Planning Application electronically. The council raises no objection to this application.
- 21/00308/TPA - 32 Chalk Lane Sidlesham PO20 7LW
Sidlesham Parish Council discussed the above Planning Application electronically. It cannot see reason to object to this application. It is claimed that these works need to be carried out to avoid contact with high sided vehicles. If correct, the request would seem to be sensible even for these special trees, and for this reason it will leave the decision to the CDC tree officer.
- 21/00355/FUL - Melita Nursery Chalk Lane Sidlesham PO20 7LW
Sidlesham Parish Council discussed the above Planning Application electronically. This application covers proposed changes to those approved under 20/01802/FUL. The parish council repeats that it has no objection to this Application. It would like the condition that both dwelling and workshop be demolished before work on the new dwelling is started.
- 21/00356/FUL - 3 And 4 Melita Nursery Chalk Lane Sidlesham Chichester
Sidlesham Parish Council discussed the above Planning Application electronically. This application covers changes in the layout to these 2 properties to those approved under 20/02566/FUL. The council was disappointed to see that the planners permitted the recent ELD applications bearing in mind that the properties largely consisted of mobile homes. However in the circumstances it raises no objection to the revised plans in the current applications
- 21/00397/DOM - Willow House (formely Yeomans) Mill Lane Sidlesham Chichester
Sidlesham Parish Council discussed the above Planning Application electronically. The parish council considers the new roof height would interfere with the neighbouring properties views of the harbour, and would also overlook gardens etc. The application is likely to fall in the Conservation Area. The parish council therefore objects to this new build on the grounds of volume and height.
- SI/20/02858/FUL - Land To The North Of Sunnybrook Highleigh Road Sidlesham PO20 7NN
Sidlesham Parish Council discussed the above Planning Application electronically. It objects to the application on the basis that it will be in contradiction of policy of no new build. A previous application on the site was turned down, and it does not see that the circumstances have changed.
- 20/03339/FUL Piggery Cottage Anchor Farm 61 Street End Lane Sidlesham
Sidlesham Parish Council discussed the above Planning Application electronically. The parish council raises no objection to it but would should seek a condition that it will remain ancillary to main house.
- 21/00322/FUL Land South Of Telephone Exchange Selsey Road Sidlesham PO20 7NG
Sidlesham Parish Council discussed the above Planning Application electronically. The application is a considerable change from the original application (18/01173/FUL) which showed 3 equally sized units spread across the field from the main road to Selsey westwards to house Mr Hughes relatives one of whom has medical problems. The new plan shows the large unit now installed next to the telephone exchange and the stables and then 4 further smaller units to the west. The council objects to this application on the grounds that the level of development represents inappropriate overdevelopment of the site.
The second part of the application covers the entrance onto Keynor Lane. The council objects to this application and requests that the entrance is sited closer to the main road as was shown in the original application 18/01173/FUL, and together with post and rail fencing with a 5 barred gate set back as per original plan. It also insists that the hedging that has been removed is replanted with native species, again as shown in the original application.
The parish council requests that the planners put a condition on the site that will prevent any further units being placed on the site at some time in the future. We believe the planners should take a firm stance, and not allow the treatment of the overall site to snowball as has occurred in Birdham.
Sidlesham Parish Council would like to bring to the attention of the CDC Planning Department the confusion created by the description of this matter. You will see that the same title has been used for both this application and 21/00404/FUL, whereas the two applications do cover different aspects of this site. Previously with one exception the main field matter has had a different title such as “Land South of Recreation Grounds at junction of Keynor Lane”, and we would respectfully ask that this application is re-titled to ensure it is treated separately from the stables and entrance onto the main Selsey Road applications.
- 21/00404/FUL - Land South Of Telephone Exchange Selsey Road Sidlesham PO20 7NG
Sidlesham Parish Council discussed the above Planning Application electronically. This application seeks to regularise the entrance to the stables next to the telephone exchange and the hedge planted between the entrance and the telephone exchange. The council objects to the current brick gateway and seeks that it is constructed in the form shown on the application 20/00193/DOC “CONDITION 6 - FLOOR PLAN WITH TYPICAL POST & RAIL ELEVATIONS” ie post and rail. It also wishes the laurel hedging to the north of the entrance be replaced with a native species as described in the list provided in “CONDITION 7 - SITE PLAN”, and that all remaining hedges should be native species again as shown in application 18/01173/FUL under the heading DESIGN & ACCESS STATEMENT “Ecological Issues ”Paragraph 2 Replacement tree planting is proposed and it is proposed to infill and reinforce the existing field side hedgerow with native hedgerow planting”.

Sidlesham Parish Council discussed the above Planning Application electronically. It confirms that it has no objection in principle to the preliminary proposals subject to the views of the RSPB.
